He was born March 14, 1950 in Steubenville the son of the late Paul and Margaret Phillipson Schultz.He attended the Toronto Church of the Nazarene and was a 1969 graduate of Jefferson Union (Edison Local) High School.Richard loved his family, woodworking, restoring cars and landscaping around his home.He is an employee of the Wheeling-Pittsburgh Steel Co. - Mingo Jct.
