Frank was born August 8, 1938 in Sistersville, West Virginia, the son of the late Parley Lester and Mary Emma Roberts Spencer.
He attended the Sugar Grove United Methodist Church - County Road 68 - Toronto.
Frank is retired from the Weirton Steel Company - Weirton, West Virginia, and is a member of the 25 Year Club.
He was preceded in death by: Parents / 3 Brothers: Earl, Burl, and Clinton Spencer and an infant sister.
